To help students understand how different levels of government work together in dealing with emergency situations, have them read the article on the Web page. You may wish to have students use the Internet to research background information on the cause of the flood and to view photos.

Before students begin to prepare their interviews, you may wish to discuss different aspects of using interview questions to obtain research information, such as

  • phrasing some questions to ask for specific information
  • asking some open-ended questions to bring out information and topics you might not anticipate
  • using unplanned follow-up questions to get more information on a topic that comes up
  • using questions to keep the interview focused on the kind of information you want to find out
